The bug was found in Bring to top hotkey: Alt, Ctrl and Shift do not work. Only a single key.

Not "restore". Seems they appear again since VS2010 takes its own topmost away.

Also they suggest to not overtake order at all. Only user's action should bring window to top. I agree with them therefore had added Bring to top hotkey. Strange if it doesn't work.

The same happens to windows gadgets marked as always on top.
They also hide in this situation, but after minimizing and maximizing the VS2010 app again, they somehow "restore" their topmost position.

Anyway I see no ways on how else bring the window back to top. Once I find something I post a build here.

Are you sure you run VS2010 in fullscreen mode, and after pressing Win key you clicked in the CODE area? If yes, then it hides the Stopwatch all the time in Windows 7.
I have NVidia Quadro FX 1500M if it counts.
Tested in simplified theme and Windows Aero theme (seems to use hardware acceleration), both reproduce the bug.

Hope this help:

This will help to reproduce the bug, if you have Visual Studio 2010 (maybe works in other version too):
Launch VS with some project opened, switch to fullscreen mode, press Win key (this brigs up the start menu), after that click anywhere in the CODE window (not other windows or start menu).
Stopwatch always goes to back layer.

About new version:
At first it seemed to work, but after several window switching it dissapears (switching between Mozilla 10 and VS 2010).
And after it was gone, it did not appeared again.
The only "fix" was to minimize all windows AND directly click on SWatch, this brings it to top after maximizing all windows back.
